I’m not sure why a base layer would need to handle every single transaction on the network, or why users would expect it to. The 10 minute average block time is what allows nodes to stay synchronized, the hashrate to adjust, and provides a guaranteed assurance that anything built on the scaling layer of the protocol will be backed by its immutability.
